They then invited card issuers to continue those unfair tactics for the next 18 months.&lt;br /&gt;&lt;br /&gt;A 300-page report by the Office of Thrift Supervision described bank misbehavior in great detail, at times using stinging language. It then laid out updated federal regulations that will bar many such practices. &lt;br /&gt;&lt;br /&gt;The new rules, for example, limit card issuers' ability to raise interest rates in the first year after they issue a card. They also severely curtail banks' ability to retroactively raise interest rates on consumers' existing balances, including penalties levied when the a payment arrives a few days late. &lt;br /&gt;&lt;br /&gt;And card issuers won’t be able to toy with “grace periods,” as they have in the past. And for just about anyone who carries a credit-card balance they're a useful way to keep interest-rate payments low.&lt;br /&gt;&lt;br /&gt;But as credit-card issuers themselves flail in stormier economic seas, some are making those offers more restrictive and expensive. That means consumers must make sure transferring their debt makes financial sense.&lt;br /&gt;    &lt;br /&gt;Fees have changed. Before, a balance-transfer fee was typically 3% of the amount transferred -- up to a maximum of about $50 or $75, depending on the offer. These days, the fee is still usually 3%, but the cap is gone. The more you transfer, the more you pay. Morgan Chase &amp; Co. and Capital One Financial Corp.&lt;br /&gt;&lt;br /&gt;The new standards come as U.S. consumers are caught in a deepening economic recession in which access to credit, from student and business loans to home-equity lines, has been constrained. Banks might be less willing to offer cards with low introductory rates that could be harder to change. That is up from 9.2% three months earlier and 7.3% a year ago. The current level is the highest since the trade group began such surveys four decades ago.&lt;br /&gt;&lt;br /&gt;For prime loans, 5.9% of loans were past due or in foreclosure in the latest quarter. "The oversight panel believes the public has the right to know how financial institutions that have received public money are using that money," according to a report produced by the Congressional Oversight Panel for Economic Stability. "It also believes that Treasury should be responsible for holding individual institutions accountable for how they use public's money." Harvard Law School professor Elizabeth Warren, who is chairwoman of the governance panel, is scheduled to testify Monday releasing details of the report. The report, was released at a hearing held on Wednesday by House Financial Services Committee Chairman Barney Frank, D-Mass. Frank said he expects to hold a hearing either later this year or early next year to have executives from banks receiving bailout funds testify. "In September 2007, CFO optimism about the future declined sharply, correctly anticipating the current recession," according to a written statement from John R. Previously, the Fed had reported that revolving credit grew in September at an annualized rate of 1.2 percent. However, that number was revised in the current report to 3.1 percent. What they don't realize is if they have good credit scores, they don't have to live with it. They can push back.
